Sam Wallace was the founder and has served as the Chairman and a driving force behind WWMC. Sam Wallace was a presidential appointment of President George Bush and served as the Regional Secretary of Labor from 1989-1994. After leaving government service, he founded Williams Wallace Management Consultants. Sam Wallace’s professional experience includes nearly twenty years of providing expert management evaluations, leading restructuring assignments including acquisitions and mergers and corporate reorganizations of major enterprises as well as government entities. Mr. Wallace has also provided marketing, strategic planning, market development and research as well as technical assistance for small and medium sized businesses as well as for state and local governments. He has also been a principle consultant to urban redevelopment planning projects for numerous governments.

When Mr. Wallace returns to his full time duties at Williams-Wallace he will be the overall Executive in charge of all of WWMC’s domestic government-related assignments. He will oversee the engagement partner for assignments with any major agency, and would work with customer senior agency staff to facilitate and develop the necessary executive sponsorship and buy-in on a given project. On the most critical projects he may also play a direct consulting role. The reputation of WWMC for excellence in government consulting was the result of Mr. Wallace’s executive oversight of the design, and management of all WWMC projects including his auditing of contract deliverables and all contract Final Reports.
Mr. Wallace’s WWMC experience includes Executive Project Management roles on assignments for the US Department of Commerce’s 2-year analysis and reorganization planning effort for its Technology Commercialization Program; Reorganization planning for the Commercial Technology Program of California’s State Department of Transportation (CalTrans); Reorganization and staffing of the Alameda County Fairgrounds; Human Resources evaluation and planning for the City of Oakland under a Total Quality Management Reorganization effort, as well as personnel evaluations assessment work for numerous non-profit organizations
Mr. Wallace trained in research at Procter and Gamble and the Clorox Company where he became a senior research lead; which provided him with the broad skill sets necessary to successfully lead tens of dozens of major research and consulting projects for a wide range of organizations including evaluation and restructuring work for the California Energy Commission, the County of Sacramento, the City of Oakland’s Fire Department, Office of Emergency Management Services, the City of Richmond, San Francisco, the California State University System, the US Department of Housing and Urban Development, Alameda County, and dozens of other clients. Mr. Wallace earned his MBA at Columbia University NY and his undergraduate degree at Howard University, Washington, DC.
