Mr. Hagarty has over 25 years of experience in executive, managerial and technical leadership roles for some of the world's leading design and construction firms including URS the world’s largest engineering firm and its predecessor subsidiary company O’Brien Kreitzberg where he served as the Managing Director of the O’Brien Kreitzberg-Mott MacDonald global joint venture company as well as Hill International. He was part of each of these firms’ global senior management teams.
Mr. Hagarty’s experience has focused on providing program, project and construction management services on large, complex programs and projects. Mr. Hagarty also has extensive experience in assisting customers to meet best practices design, project delivery and operational standards. Among his accomplishments,
Mr. Hagarty has directed over 200 projects in Europe, the Middle East, Africa, Asia and the US, with a construction value exceeding $ 18 billion. His project experience includes providing privatization and development consulting, project management oversight services, pre-construction, construction, and program controls services, contract administration services, and QA/QC and dispute resolution support services. He has overseen and managed projects for British Rail, the Greek Federal Olympic committee for airport construction, the Governments of Portugal, Germany, Spain, Kuwait, Turkey, for numerous US local, state and federal government entities as well as for Fortune 100 clients and developers.
Mr. Hagarty is considered one of the world’s development consulting and project management leaders as evidenced by his service as point person for California’s infrastructure retrofitting response to the Bay Area earthquake, his role as the City of Philadelphia’s master redevelopment consultant for $3 Billion in projects and his current role as Camden County New Jersey’s redevelopment consultant for $3 billion of housing, roads, schools, infrastructure, libraries, commercial development, etc.
Mr. Hagarty is also a recognized expert in the development and implementation of program management and control systems for large, complex heavy infrastructure and mixed use development programs. In addition, he is an expert in establishing metrics for both project/program financial and technical performance. He has served as an expert witness in both trial and ADR proceedings on project cost and schedule analysis and the implementation of program management control systems for large capital projects and instituted the development and implementation of policies and procedures that resulted in company ISO 9000 certification.
Mr. Hagarty has guest lectured at the University of Pennsylvania and Bristol, Cambridge and Loughborough Universities (United Kingdom) on program, project and construction management; the development and implementation of program controls systems; project delivery systems, including design/build; and business process reengineering. He is also the Chair of Career Options Committee for the School District of Philadelphia Stakeholders Partnership for Transportation, Engineering and Trades and served as an executive board member of the City of Philadelphia’s Olympic Bid Committee.
