Robert Oakley, Jr, is Managing Director of Williams-Wallace (WWMC) and Managing Principal, of the firm’s Oakley Services, Inc. affiliate. He has twenty-five years of combined experience in investigative (forensic) engineering and commercial/residential construction.
Mr. Oakley began his career with PennDOT in 1983 where he served in a variety of construction and program management and senior materials testing roles for the construction and reconstruction of bridges, roadways, reinforced earth and soldier beam wall systems, drainage, waterline and communications systems. His PennDOT experience also included the scheduling and coordination of prime subcontractors and suppliers as well as construction program/project cost evaluation and budget management, value engineering and the design and enforcement of safety and loss control programming. He was a senior PennDot technical evaluator of design documents and blueprints, and a material systems failure inspector for concrete, asphalt, and steel. Mr. Oakley provided his expertise for hundreds of millions of dollars for the PennDot projects. Mr. Oakley provided trouble shooting that built his reputation as a leader in the fields of claims avoidance and forensic investigation. He has developed some of the insurance and construction industry’s safety, loss control and litigation avoidance programming and support documentation systems. Mr. Oakley is trained in expert witness testimony, construction and disaster dispute resolution and has provided testimony, cause & origin investigations, and accident reconstruction services to a wide variety of clients including the petro-chemical industry, property management companies, developers, contractors, plaintive attorneys, insurance companies, and various federal state, county and municipal government entities.
Mr. Oakley has created and nurtured a team of disaster recovery, security and claims valuation professionals for WWMC that includes, public adjusters, engineers, CPA's, mortgage bankers and attorneys that allows both residential and commercial insureds to expedite and maximize their disaster related claims settlement circumstances. These services include assistance with obtaining FEMA related grants and loans. Via our Business Development and Construction Management services, Disaster mitigation loans have been acquired due to the confidence the creditor has in the quality of our firm’s delivery of end-to-end support services to the borrowing entity.
Mr. Oakley, graduated from Allentown College in Allentown, PA with an Engineering degree and Geneva College in Beaver, PA. He currently holds a Masters in Material Science, SSAD. Further, Mr. Oakley is a licensed Private Investigator and a Cause & Origin Investigator. His certifications include Tuck School of Business MBDA Partnership Program; The International Association of Arson Investigators; The Department of General Services; OSHA Studies; Safety Engineering; and Claims Investigation Appraisals. Mr. Oakley is certified in Investigative & Forensic procedures and is a member of The National Fire & Protection Agency.
