US Dept. of Housing & Urban Development (HUD) Office of Public & Indian Housing Program "Change Mgmnt & IT Design-Integration" In a joint venture WWMC and KPMG deliver project management and professional and technical assistance to the United States Department of Housing & Urban Development. These services include: national organizational restructuring; design and integration of the Office’s national IT and communications infrastructure; development and promulgation of new management protocols including procurement practices, internal control systems, administrative and personnel practices; the evaluation and redesign of the Office of Public and Indian Housing’s security systems and energy consumption and conservation initiative. The project entails the active and ongoing integration of feedback among all HUD and consulting team members with “lessons learned” and “best practices”being documented and shared throughout this federal agency. This project is a multi-year assignment and the services contracted are delivered to the headquarters’ of the Office of Public and Indian Housing as well as regional and local HUD offices located throughout the country.

County of Alameda, California “On-call’ Organizational Development & Training Services Consultancy Williams-Wallace is currently partner to Mitchell-Iacono-Goldstein, Inc. in a multi-year service agreement that was awarded in 2004 with Alameda County for the provision of “on-call” training and organizational development services. The WWMC/MIG team provides off-site leadership development, management seminars and retreats, one-on-one management and executive-coaching, personnel assessments and other services to Alameda County’s Public Works Department, County Library system, the County’s Human Resources Department, and the Office of the County Executive. This assignment will continue thru the end of 2008.

County of Alameda Fair Association "Multiple Audit, Strategy, Change Management & HR Consulting Project Assignments" Williams-Wallace served as tier one consultant to Deloitte & Touche, LLP, on the full-scale Management Review/Audit of the Alameda County Fair Association. The purpose of this management review/audit was to assess this major California Fair’s year-around-operational functions and organizational structure, and recommend improvements to ensure the Fair’s current and future operational/fiscal integrity, and relevance to the diverse communities in Alameda County. WWMC provided a full-scale evaluations and assessment of the agency management and board functions, including personnel hiring, contracting, financial affairs, budgeting of resources, grounds maintenance and expansion, satellite wagering facility operations and general administrative management. WWMC also conducted interviews and assessment of all major functions internally and externally including public access and community awareness, political oversight, board policy and protocol. Williams-Wallace was subsequently retained by the Fair Board as prime contractor to implement the major structural changes recommended in the Management Review/Audit study including the creation of four new senior management offices. WWMC’s change management contract services included the development of the processes and personnel coaching necessary to transition Fair employees into the new management/operational structure, conducting the hiring/recruiting process for filling positions within the four new executive management offices as well as providing the Alameda County Fair Board ongoing strategy, organizational change and management support services.

WWMC is serving as Financial Advisor to Swiftships on more than $30MM in 2007/08 domestic ship yard improvements, and $20MM in offshore ship yard development as well as serving as strategy and contract acquisition consultant on more than $1 billion in fast missile craft, patrol, crew, hydrographic and diving support boat and yacht design and construction projects to various government and commercial entities and private individuals around the world. Textron Corporation’s Land & Marine Systems Division, New Orleans, LA "Armored Security Vehicle (ASV ) and Ship Building Sales/Marketing and Customer Integration Partnering" Introducing a turn key ASV sales, maintenance and operations program to pro-Western “at risk” high-net worth commercial buyers in the Middle East and South Asia. Helping to create both new foreign military and mega yacht construction opportunities for Textron’s New Orleans based ship yard. WWMC provides risk analysis consulting, deal recommendations and funding structure advisory services for transactions including funding for Freightscan the leading provider of security and automatic weight optics solutions for ports, air and marine freight companies worldwide.

 
WCW International, Houston, Texas “Ongoing Strategy, Financial Advisory, Logistics, Risk Management, IT/Communications and Procurement Consulting for the $5 Billion Peace Refinery program in Cote d’ Ivoire” 
WCW International is a leading Africa focused communications and energy development company headquartered in Houston Texas. Williams-Wallace is providing an integrated suite of strategy, financial and risk management, logistics and procurement consulting services necessary for WCW and the Government of Cote d’ Ivorie to undertake the development of a 100,000 barrel a day refinery with cracking facilities, storage facilities, a power and a water plant that will provide power and potable water not only to the refinery, but also to the nation’s capital city of Abidjan. WWMC along with its sub consultant, Northrop Grumman Sperry Marine is providing the planning and logistics consulting for the development of associated project channel and port facility improvements, security and emergency management and transportation programming and public relations consulting. WWMC is also designing the IT/Communications solutions that will allow for real time and robust voice, video and data connections between Cote d’ Ivorie, various locations in the US as well as in China where the funding and refinery fabrication is being done. Finally, WWMC has provided the due diligence consulting for the acquisition of a $30MM US based engineering firm that will serve as CM to the project and is crafting the procurement strategy for the overall project.

 
Yates Holding Company-Shore Workforce Solutions & Shore Fabrication Operating Companies, Ameilia, Louisiana
“Ongoing Strategy, Financial Advisory, Risk Management Consulting” Shore Workforce Solutions is a leading LA, MS, Texas supplier of labor services to the marine and energy industries with a special focus on providing pipe fitters and aluminum welders; which are two of the most difficult crafts to find qualified workers in the US and around the world. Willams-Wallace has crafted for Shore Workforce Solutions the workforce solutions industry’s first employer sponsored health care benefits program, as well as the development of an Aluminum Welder/Pipe Fitter academy and served as advisor to the firm’s H2B visa initiative with the federal government and to its expanding business opportunities in the gulf region of the US. WWMC is providing the Shore Fabrication division with customer marketing opportunities to clients in Trinidad, Texas and the Middle East and the access to debt and equity funding to grow to meet these opportunities.

 
Hensel-Phelps Construction Co., Oakland, CA “Oakland Area Public Relations-Community Outreach & Minority Business Development/Recruitment Effort”   Williams-Wallace was retained by Hensel-Phelps Construction Company,
a global engineering and construction organization headquartered in Denver, to develop a full-scale reputation/brand repositioning program for the company in the Oakland California SMSa. This WWMC contract with Hensel-Phelps required the development of a marketing and outreach program that repositioned the company’s brand actions from being viewed by decision makers and the public as a firm considered hostile to diversity in employment and contracting opportunities to a firm considered to be a corporate citizen leader in regards to providing opportunities to minority business and people of color and women in employment. WWMC’s successfully developed a strategic plan for the company which included both the immediate scaling up of Hensel-Phelp's MBE/WBE sub-contractor database and the diversity hiring of employees and contractors; as well as public affairs programming that rapidly improved the perception of the Company’s reputation among Oakland civic and business leaders through the creation of new community based partnerships for the firm that focused on financial and technical support of community development projects (such as the multi-million dollar Oakland MLK Community Center; ongoing contract services included minority business forums, co-sponsorship of community events, and aggressive media relations campaigns that included print, radio, TV that used minority vendors to place the media buys.
